[mso] Word 2000 template save error

Discussed once. Not resolved. Cause found. Now need work around.
Word 2000 template save error when attempting to create a change
to a document or creating anew document with the pleading Wizard.
Error = The project item cannot be copied.
OS = XP Pro SP1, 256 MB, 35% free HD space, User has
administrative rights.
"Office" has SP3 installed.
After clean install of OS and Office, Wizard worked until SP3 was installed.

The function has worked in the past, but I have no idea how much
has been changed in the interim due to length of time. Now I know cause.
I have run Office "Repair" without changing the error.
Any ideas?

no items in "startup" folders.
