Yes that is entirely possible ... FrontPage is a html editor ... I'd have
him design a dwtig.com guidelines dwt (which then can be used in fp or dw -
not with fp includes but SSL if your host server supports them)  with css
and fp includes for the menus (they don't need fpse) If your going to move
between golive (I don't know anything about that editor) it should be
straight html... less maintenance in those varies combinations.

The above link is the designer your using? If so you might want to ask why
his html and css don't validate, (see the links below ) if his own does not
will yours?
