[mso] Wanna click on URL and open a new Window

Hi,
I have WinXP and when I click on a url on a web page, it opens a new
window.
I also have a laptop with WinXP and would like to click on a url and have it
open new page, but cannot find where I set this up.
Can you help me with this?
