I apologize for the delay in my response, and thank you for all your
attempts to aid me. Unfortunately, those links as well as everything else I
can find aren't correcting the problem. These solutions either are not
available on my computer or the solution didn't work. :(

Does anyone else have any ideas? Thanks in advance!

I don't use either Outlook 7 nor Internet Explorer, but a Google search
brought up some suggestions for you:

This one refers to Outlook with Firefox, not IE, but it's the same error and
happened after switching browsers ... there's also a link in there for a
registry fix:

This one is similar ... it seems it's a problem with DDE and it needs to be
turned off for certain extensions.  Steps to follow are here:

I can't test this for you becuz I don't use the software you refer to, but I
hope this helps.

Hello All,

I have just recently switched back to using IE (8 now) after few years of
using a browser called Maxthon. I have never had problems with a link
working properly in Outlook messages until I switched my default browser
back to IE. Now I get the following error message:

General Failure. The URL was: <link appears here> Application not found.

I have set IE as my default explorer, and it seems to work correctly
everywhere but in Outlook. 

Does anyone have any ideas?
