Yes, you can change the setting under Tool > Option > Email > Junk Email.

Additionally, when you see one in the junk folder that should not be in
there, right click it, choose Junk Email and set that one to a safe sending.
Eventually, Outlook will LEARN what is good and what isn't.

Finally, if you want a better way to handle spam, I'd suggest you get
Spambayes. It's open source...i.e., it's free.

And it does a GREAT job at learning what you want and don't want. Plus it
puts suspects into a Junk Suspect folder, so you can better grab those that
MAY/MAY NOT be a problem. The easy Spam/Recover buttons allow you to more
easily tell it what is good/not good and it learns quicker/better than
Outlook itself. 

LOVE IT and highly recommend it!

Deborah,
As you state it your problem is not the same as Tim's.  Since you see the
emails being moved to the junk folder then that should be the result of a
setting in Outlook itself.  Supposedly you can modify the settings or turn
that spam filter in Outlook off under the Options.  Or you can enter
addresses for emails that are not to be treated as junk if you can not do it
automatically when reading individual emails.

the same issues. I've had the same ISP for 4 years and had never encountered
