While I don't have Word 2007, I did try the "Skip Numbering" button in Word 2003 and it worked exactly as you described. The number of a line was removed and the line remained indented. A quick search on the Internet shows that it is a common problem with Word 2007 that people are complaining about. I did not quickly see any fix, but you might search yourself.
