[mso] ? Public Ivy Colleges/Universities

Does anyone know if there's a published list of those colleges or
universities that are considered to be a Public Ivy? A Google search
returns a few names (William & Mary, Univ. of Pittsburgh, SUNY of
Binghamton). Also, how would such a determination be made..that is, to be
called a Public Ivy?
