I dont have that version of Word 2000, and cannot remember where the
setting is. Is it tools - options and the Security tab? If so, there
should be two password options there - password to open, and password
to modify. You can set one or both levels of protection. I am not sure
why passwords would not stick.
A password to modify can be added but you can still edit the document
(I think). You just can't save the changes you made, unless you use
File - Save As.
Depending on your needs, you could look at conversion to PDF
(depending if the documents need later editing or not).
