[mso] Phantom Right Margin in Word2003

I'm back again with a formatting problem in the astro club newsletter. In your
responses to my question dated 12/11 with a subject line of "Picture or
Textbox Order in Word 2003 Document", Dian, James, and Jonathan all pointed to
my use of section breaks. Dian said, "... the problem has to do with the fact
that you have a couple of duplicate CONTINUOUS SECTION BREAKS at the top of
the doc."
I am now going back over some earlier editions, and I have removed all section
breaks from page one.As I was working with the document for July 2008, the
right margin of part of page one acted like it was reset to the 6-inch mark,
but I didn't move the margin. In fact, in Print Layout View, the ruler at the
top of the page shows the right margin correctly set at 7.5 inches. This
phantom right margin, however will not allow text to flow beyond the 6-inch
position.
I have three pictures and a text box on page one, and they ARE allowed to
extend beyond the 6-inch position. The page also contains a table of contents
in a frame along the left margin. Jonathan said, "Why it is a Frame and not a
Text Box I do not know." I tried to use a text box for the TOC, but that
messed up the formatting entirely.

It is 346 kilobytes. You will notice that I have temporarily reduced the size
of the main picture so that the rest of the content will fit on one page.
Also, I have reset the tabs on the line showing "Volume XIX No. 10 July 2008"
and the line showing the title and author because the right parts of those
lines would otherwise go invisible beyond the 6-inch position.
In Page Setup, I have specified 8.5x11-inch paper with left and right margins
0.5 inches wide.
My question: What is causing the phantom right margin, and how can I reset it
to the 7.5-inch position as shown on the ruler?
