There are 3 years,
Year 1 has 23 discounts and for each discount there's a commission
Year 2 has same, etc for Year 3

I can change the format of the data if I need to. I thought of making 3
tables (one for each year) and each table would have discounts and
commissions.

How complicated is it?  How many years will there be and is there only one
commission rate for each year?

How is the data laid out?

Here is the situation. I have a client who has several sales reps working
for him. I need to be able to look up and perform a calculation for
commissions based on two criteria:
1) The year - Year 1, Year 2, or Year 3
2) The Discount amount allowed within that year

Once I determine the year, then I need to look up within that year for the
discount authorized in order to find a commission that goes with that year
and that discount.

I have thought about using IF statements, but I think that the scenario is
too complicated for that. If I use VLOOKUP, it almost seems that I need to
have a table within a table to do this properly? Can anyone tell me the
best way to do this?
