[mso] Performing Calculations Using IF or VLOOKUP

Here is the situation. I have a client who has several sales reps working
for him. I need to be able to look up and perform a calculation for
commissions based on two criteria:
1) The year - Year 1, Year 2, or Year 3
2) The Discount amount allowed within that year
Once I determine the year, then I need to look up within that year for the
discount authorized in order to find a commission that goes with that year
and that discount.
I have thought about using IF statements, but I think that the scenario is
too complicated for that. If I use VLOOKUP, it almost seems that I need to
have a table within a table to do this properly? Can anyone tell me the
best way to do this?
