I work in a law firm and this is a big issue for us.  We use a third-party 
product (PCG Metadata Assistant) to clean all metadata from our documents.  
This includes all tracked changes.  Even after you accept them, they can still 
be found unless you clean them up.  Short of using the PCG (Payne Consulting 
Group) metadata assistant, we haven't found an effective way to clean our 
documents.

Well, I'm not complete sure it does, but I'm betting if you
use fast saves the tracked changes stay, since fast saves
doesn't resave the document completely.  From what I
understand it tacks the changes on to the end and when Word
opens the document it knows to put those changes where they
belong.  We had a problem where someone inserted an Excel
spreadsheet as a picture, saved it with fast saves turned
on, deleted the picture of the spreadsheet and put an
updated one picture, a couple of times, and the document
just kept getting bigger and bigger.  We found out it was
because Word didn't actually delete the pictures, it tacked
something on telling itself those pictures were deleted, but
they were still there.  When we did a file save as, it saved
the document anew, and the file size went down.  So, if you
want to use fast saves, I recommend you always do save as
when you're finished with the document to have it save a
fresh copy.

We just have the install on all the computers at work set to
not have fast saves turned on, so we don't run into this
problem.
