You might try this:

Make sure the Display for Review box in the upper right
corner says Final Showing Markup.
Make sure you accept or reject all Track Changes.
Then do a file save as, to make sure Word does full save,
not a "fast save".  (Which btw, because we also have issues
with making sure there are no track changes when we send out
our reports, when Word is installed, fast saves is turned
off.)

Sorry for the delay in responding - been out of my usual
office again!

We also thought the same as you, until we found that the
company's annual report and accounts could be viewed with
all the tracked changes still in place even though we
*understood* the tracking had been removed.  I wasn't
involved in the preparation of the tracked documents, only
in posting them to the website, but I can assure you we
changed over to PDFs PDQ thereafter!

Perhaps somebody else could enlighten us all on how to
ensure tracked changes can't be viewed once a document is
finalised?

I have always believed it is possible to remove all
"tracking" in all versions of Word.  Isn't that correct?

(I do admit, however, that I don't remember how to do that
