Yes text only will probably restrict the auto web page open. It is however
an overkill and strips the availability of a conscious go to web page or
viewing embedded pictures.
Security settings are shared with IE which could require a constant
resetting of settings.

In OE 6 I can set the option under Tools --> Options --> Read --> "Read all
messages in plain text" which prevents downloading of images and other HTML
related content. If such a setting is in O 2000 then it might work for what
you want.
There are also settings for Security level which may help.
