I experienced weird behavior with Outlook XP rules -- I had deleted a
rule and it was still working! I think that "phantom folder" thing has
to do with the glitchiness of rules in Outlook - they are known to be
funky. Not sure what the resolution is, but I suspect that's the reason
for it.

Hi All,
Just noticed something yesterday while organizing some new emails into
folders I created. I was making the rules and when it came to choosing
a folder for the emails as part of the rules process I noticed folders
in the list which I know I deleted some time ago. I tried locating the
folders and getting rid of them if they really existed but I can't.
I have went through what I think are all the branches of the inbox and
various folders within outlook xp but no joy, does anyone think they
still exist or somehow are just in that list and outlook didn't properly
update its internal information relating to these folders?.
