Linda- My Outlook 2000 SR1 has Exit and Logoff. I am using the Exchange version, however. I had this problem on a PC on our network and Outlook was keeping the PC from shutting down. I suggest backing up the files manually or exporting them. Then uninstall Outlook 2000, run Regclean, then re-install Outlook. It worked for me. The way I got around it was to stop using the X to close the app. At that time, and I don't know if O2000 still has this (XP doesn't), the File menu contained two ways to shut down Outlook. One was simply exit which always left an Outlook stub in memory. The other was to "Logoff and Exit". Using that second one always did the trick. As I recall, this problem had something to do with MAPI holding a connection open to things like Schedule+, etc., which would make the problem predominantly one that affected Workgroup mode users.
