[mso] Outlook will not shut down

Hi gang....I've posted this question twice before and I've never gotten
any replies, so I am going to try once more....all help and suggestions
would be appreciated....here's the scenario:

This is not my machine....this is on one of my private student's
machines and I have been unable to fix it....what happens is when he
exits Outlook, it continues to run in the background.....if you hit
ctrl+alt+del, you will see it listed as running even after it is shut
down

The reason he noticed it is that he has Outlook setup to send/receive on
a regular basis and he told me that after he closed outlook and exited
the internet (he's on dialup), about 5 minutes later, he would hear his
modem dialing....so, that's when I checked the task manager and realized
Outlook was not shutting down

No matter what I do, the only way I can get Outlook to shut down on his
machine is to end task on it (which I have to do twice EVERY time I do
it becuz I always get the second screen that says it's not responding,
even tho it never says "not responding" in the task manager box)

....here's what I've tried so far, with no luck .....he's running
Outlook 2000 on Windows 98:

Ran Detect and Repair
Reinstalled Outlook over top of itself
Installed both the SR1 and the SP2 patches
Uninstalled his AV program (McAfee) to see if that's what was keeping
Outlook from shutting down, since he does use it to scan email
I've searched Slipstick and the MS site til I'm blue in the
face...including the Outlook forums and I can't find anything that
points me toward a solution

Telling Outlook to NOT check for mail every five minutes DOES stop the
dialup, but Outlook still sits there in the Task Manger after it is
closed....so, he was living without the auto send/receive as a
workaround, but now we have a new problem....since he's a total newbie
and really not able to understand the process of backing up his pst
files, I downloaded the Microsoft Outlook Backup addin so we could set
it up to backup automatically.....but, the way this backup works is, it
backs up when you exit Outlook.....and since he cannot exit Outlook in
the correct way, this backup will never run for him

Has anyone got ANY ideas as to what I can try next for this guy?.....I
feel bad that he pays me to teach him and I end up farting around
troubleshooting this stupid problem instead of spending my time teaching
him how to USE Outlook

Suggestions on what I can look at next?
