This behavior it usually caused if you use any addins in Outlook, or have
your AV software setup to work thru Outlook, or even use Word as your email
editor. What happens is even tho you shut Outlook down, one of those is
still running so Outlook doesn't always shut down completely, therefore the
send/receive is still running and you see those windows popping up
I don't know what operating system you are using, but in Windows XP, if you
see this happening, you can just go into your Windows Task Manager (right
click on your taskbar and choose Task Manager) and click on the Processes
tab and you will see OUTLOOK.EXE is still running...what you have to do is
click on it once to select it, then click on the End Process button.
So...I suspect it's either an addin, AV software, or Microsoft Word that's
not letting Outlook shut down completely.

That does stop the send receive when offline but it also stops the
automatic receive when I am on line. Can Outlook distinguish when it is
not connected with a dialup connection? Maybe this is the issue with
the "online" and "offline".
