[mso] Outlook Security

I have a colleague who wants to let ACT use Outlook to send messages . . . a
ton of messages . . . about 1000 messages.
Outlook keeps popping up this security warning about another program trying to
use Outlook. It only lets him enable this for 10 minutes.
How does he make this go away?
