[mso] Outlook Photo Issue

I have several users who cannot receive images in email they receive
using Outlook 2003, all they see is a red X in a box. The "Automatic
Picture Download Settings" are set correctly and they are not using Word
as the email editor. I setup a new profile for the user but it did not
resolve the problem.
 
When they create an email they can see the logo in their signature, but
if they send it to themselves, the logo is replaced by a red X in the
email received as well as in their sent items.
 
If anyone has the solution to this I would love to hear it since one of
our owners is one of the affected users.
