I don't know of any other way to achieve what you want Elise - other than
creating a dummy account on one of your user's PCs. They don't have to "log
in" as such - merely have the account set up in their Tools>Email Accounts
list. It really is very simple and will run itself without any interference
from a user.
One final thought - if you have Exchange Server running you presumably have
an admin machine somewhere to manage the user accounts. Why not set up the
dummy account on that machine and have it done from the core of the
operation? That way an end user doesn't even need to have it coming through
their machine at all?

But here's the thing, we aren't planning to have anyone log onto a
machine as that account, so Outlook would never be exiting. The
"permanently delete" option is a client-only rule, so it would only run
if Outlook is open. If we're not having anyone log onto a machine as
that account, then that rule will never run. That's what I'm not
understanding. A lot of the Outlook rules will still run regardless of
whether Outlook is open or not. I need this one to run that way, since
no one logs on under that name.

The rule would be to run on that account only, on arrival move the
emails to
a specified folder (or simply delete) and set the option to empty the
deleted items on exit. The important thing is to specify the account

this rule would apply to, which can then either be "permanently deleted"
(one of the options) or "moved to specified folder" which is a failsafe
