[mso] Outlook 2003 problem

On my PC recently the email send and receive button stopped working. When I
clicked tools and email accounts to check the settings I got the error
message as follows:

The operation failed due to a registry or installation problem. Restart
outlook and try again. If the problem persists please reinstall.

I have tried this as well as a restore to an earlier date but the problem
has remained.

Any suggestions?
