That's a bug you can safely ascribe to Outlook and, specifically, it would
be in a function designed to handle events from something called a
Callback function for the systray. That's so specific that it ought to
satisfy anyone at MS looking into your problem. Unfortunately, I can't
tell you how to fix it. Sorry!
