[mso] Outlook 2002 contact not displaying in email 'Select Name' box

I'm using Outlook 2002 and notice that when I want to address an email
and click the 'To...' button to bring up the 'Select Name' box, not all
of my contacts display in that box. If I open my Contacts folder, there
are records there that don't display in the 'Select Name' box when
trying to address email.
What basic thing am I missing about Outlook addresses and contacts? If
I haven't provided enough information, please let me know.
