Are you saying that the emails are NOT downloading at all...or that they are
downloading but leaving a copy up on the server?

If copies are being left on the server, go back to your initial email
mailbox settings and see the Options > Advanced and there's an option there
to "Save a copy on the Server" along with expiration dates. If that is
checked, it will download a copy to you, but leave a copy on the server in
case you might need to access that email elsewhere. This is handy if you
maybe want to check email while on vacation...maybe to a laptop...but later
want to pull it all down to your main system. It saves you from having to
move downloaded mail you may have checked while away.

If this isn't the case, provide more complete details of what you mean.

What's weird now is that it seems all my MSO list email is sitting in my
ISP's 
inbox, but Outlook isn't downloading it anymore.  Can't see why at all, only
