Ok...a couple things I found....I don't know if any of them will help
you, but you can try them:
First, try repairing Office from the Control Panel>Add/Remove Programs
If that doesn't fix it, go thru the steps in this Microsoft article:

If none of that fixes it, try these:
1. replace the file named MSVCRT40.DLL from the Office CD and see if
Outlook opens
2. find a file names extend.dat and rename it to extend.old and see if
Outlook opens

2000. And I also forgot to mention that I tried
renaming the OUTLLIB.DLL the file with no luck.
