You have to create a template then make a rule to reply to everyone with
this template

To make the template, just open a new blank mail and write what you want
your out of office autoresponder to say....you can give it a subject
line...just don't put anything in the To: field....then go to File>Save
As and save it as a template

Then use the Rules Wizard to reply to all....select to apply the rule
when messages arrive....if you don't check any boxes in the second step
of the rule, Outlook will apply it to all mail....then, in the third
step, choose to reply with a template and browse to find the one you
made
