Actually, I just found the answer.  It seems it's a known problem with OL
2000 after SP3 is installed...and Microsoft has a patch for it...read this:

Could be norton AntiVirus.  How do I distinguish?  All the while outlook is
open, my cpu usage reads 100%.  Do I have to uninstall Norton to see if that
is the cause?  Does Norton rescan all my old messages in outlook each time I
open Norton even if they are in folders other than inbox?
