I usually start with Word and Outlook just sends the mails. In 2007,
which I have open it can access your Outlook contact base.

I'm trying to follow these instructions

I can now set up the message in Word 2003 as indicated
but the send fails terribly
First, it insists on a 5 second confirmation delay and a click-confirmation
for each mail-merge email.
Given that I'm planning on sending 600 emails, this isn't gonna work.
Second, even with that confirmation, it didn't seem to be working.
I initiate this process in Outlook. First, I go into Contacts view. Then
choose Tools / Mail Merge/
Then All Contacts in Current View and All Contacts Fields
I choose the base document and also select
Form Letters for Email
The base document opens and I attempt to then tell Word to email it to
everyone.
The problem seems to be that the Outlook Outbook gets some emails but they
aren't transmitted.
Even worse, each email wants me to confirm it with a click after it force me
to wait 5 seconds and read a message about some software that might be
trying to improperly use my address book.
I'm close, but I'm not there yet.
