You can also multiple-select (using any Windows selection technique),
right-click, and then click Move to Folder.

I was able to do it by having BOTH PSTs visible in the "All Mail Folders"
list, then going to view contacts, clicking on one, then CTRL-A to select
all, then grabbing and moving them all to the other PST.

Was easy once I thought about it.
