Normally, this would mean that the account you are logged into the HP with
is not an administrator account.  Check your account through the Control
Panel.

If your account is an administrator account, then it is something more
subtle.  As a start, make sure that the computer has been restarted
immediately before doing the installation.

Also, if a previous version of Office is already installed on the computer,
you might like to uninstall it before starting the new install.

There are also numerous Google hits on a search for "Microsoft Office 
Enterprise 2007 Error 1406" (without the quotes).  Have you looked at what 
they are saying?

If nothing helps, post a follow-up.  You'll need to indicate the operating
system level (and service pack level).  Also, indicate whether you are 
installing over an existing Office installation.
