For a macro to be available to all workbooks, it needs to be stored in
"Personal Macro Workbook", which is the default option if you're
recording the macro.
If you're writing it, you need to place it in personal.xls - which is a
hidden workbook (you can unhide it through the Window/Unhide menu).
