Yes.  Depending on your version of Excel, the command may me in different
areas, but it is Format - cell - Protection -
You can either lock or unlock the cell.  Depending on the number you want to
lock, you may want to select all and unlock all cells and then go back and
individually lock particular ones.  Then when you protect the sheet, the
locked cells will not allow changes.
