[mso] "Limitizing" years to choose from based on another cell? Excel 2000

I have a list of years from 1400 to 2099 which I have named "Years."
This allows me to choose a year which the person was born. In validation, I
have:
Allow: LIST
Source: =YEARS
But, death occurs *after* birth. If I mistakenly choose 1955 for a person's
birth, and then attempt to enter 1899 in death, the drop down list allows me
to do that, which messes up age calculations royally.
For death year, I tried changing the validation to:
Allow: Whole Numbers
Minimum: D7
Maximum: 2099
But this is not a drop down that I wanted, which I had hoped for. D7 is the
birth, and it would be great to limit to just whatever D7 is on up to 2099.
Is there something I am overlooking?
Thank you.
Robert
