The strangest thing is, it does the same thing even I uninstall the program
I am using.
Disable the junk from filtering, then close outlook, open it again, the
filter is back to low again.

Makes perfect sense to me.

But ever since I installed Office 2007, my car gets worse gas mileage than
before I used Office 2007. I checked with the gasoline supplier and they are
not doing anything different so it must be something in Office.

        Hmmmm, sorry Linda this will be a bit OT, but it does apply to most
Office programs.

        OK folks, when you see that something is a "Plug in" (like the
program Thomas' is using with Outlook) that means it needs to use features
of the program it is "plugged in" to, to work itself. So each time Thomas
fires up Outlook, the plug in also fires up, and checks to see if the
features it needs from Outlook to work are correct. If not it is changing
settings to it can do what it was programmed to do. This is normal behavior.

        A stand alone program, is one like Outlook, that doesn't really need
any other program (the Operating System doesn't count here) to work.

        I hope this is more clear than my other post was, as there still
seems to be confusion on this.
