[mso] Internet Explorer - Runs as administrator only

I am running Vista Ultimate and IE7 along with Windows Live Messenger
Recently installed Messenger Plus which seemed to stop IE working.
In frustration reinstalled Windows Vista (as upgrade, not a clean installation)
and no change.
Disabled all add-ons but no change
Then found I could run IE as administrator.
Attempts to open it normally just result in it crashing everytime.
Any idea how I remedy this please
