Try this this - you can lighten the font colour even further in grey shade 
if you so wish and I rotated using table toolbar.

I have made some sheets labeling toys, and would like to put a page number
in the background as large as possible. I tried to insert the number "27"
(without quotes) in the background utilizing footers, turned counter
clock-wise 90 degrees.
Problem: "27" gets on every page.

Question: How do I print page numbers in the background, watermark-like so
that it is a grayish color and does not result in the same number on each
page? Do I need to make all 137 pages separately?
