[mso] Insert Image into Word Document

The problem:
I have an ad for a newsletter that is drawn to the right dimensions for the ad 
space I want to pay for.
The newsletter is being done in Word using tables.

When I try this myself, Insert, Picture, the ad is too big.  It is supposed to 
be 1/4 page (half the width and half the height of the page).  It is inserted 
as almost 3/4 of the width of the page.

If you grab the grips to resize, the ad becomes blurry due to incorrect 
resizing optimization of Word.

a)  How do I save the original ad so Word inserts it at the correct dimensions.

or 
b)  How does the newsletter editor insert and resize the image without wrecking 
it.
