[mso] Formula Question

I found this formula that will calculate government Fiscal Year
quarters.
=3D"Q"&(MOD(CEILING(22+MONTH(F2)-9-1,3)/3,4)+1)
Looking at the ceiling function, it takes the month and adds 22, then
subtracts 9, the subtracts 1, then rounds to the nearest multiple of 3.
So, if you assume the month is january, you would add 22 to get 23,
subtract 9 =3D 14, subtract 10=3D13, which rounds to 15.
My question is, does anyone see any reason why you couldn't just add 12
to get 13, rather than adding 22, then subtracting 9, then subtracting
1?
