Right-click the WordArt and choose "Format WordArt". Click on the "Layout"
tab and click the "Advanced" button. Choose "Through" text or something
that doesn't reference text on the page. Then click on the "Picture
Position" tab and click to uncheck the Option "Move object with text."
That disengages the WordArt from the page of text, and when you OK to get
out of the menu windows and back to your WordArt, you should be able to
left-click and drag it wherever you want.
