That's part of Excel's page setup feature, so you can't make it a default
like you can if it's in Tools>Options. The only way to make it the default
is to set it up in Page Setup, then save that file as a template. If you
want that template to run everytime you open Excel, you need to put it in
your XLStart folder and name it Book.xlt or set it up in Tools>Options as
your startup file. Instructions on how to do both of those things are here:
