But why the concatenation ampersand?  It's a great trick, but I'm not
grasping why concatenating the string makes it work LOL

The problem here is that the second argument of the COUNTIF formula has to
be in the form of a string, so I don't think even putting TODAY() in another
cell and then referencing the cell would help if that cell reference were
still inside the quotes.

Let me explain that differently. If you type into cell A1:

        =TODAY()
