Because of tools and vision and perceived time constraints.
Most people can set up a spreadsheet with less than an hour's experience.
A database often takes more.
Many software projects are conceived as short lived quick and dirty paths to
a solution. Many are not conceived as a "system" that will live for years.
They do become a system that lives for years, but that is not how they are
conceived.
