[mso] Excel data validation

I have a spreadsheet that is for data entry. I am using Data->Validation to
check some of the data entry, mostly simple stuff, to see if the data entered
falls within a range. What I would also like to do is set some kind of
validation so that if data is in one cell, a corresponding cell must also have
some data.
As an example, if C2 contains something, then E2 must also contain something.
C2 can be blank. E2 can also have something without C2 having anything. Clear
as mud.
I am sure I could write some VBA code that would check after the fact but I
would like to check this on input.
