[mso] Excel Web Form Wizard Missing?

I rarely use Excel, but need to convert an existing worksheet into a web
form.   Found these simple instructions, but I'm stumped right from the
top.  There is no 'wizard' option on my Excel Tools menu.  Our office
products are installed by IT from a company website, where they have
modified the office/OS images, so I don't have a CD, and have done a detect
and repair through their site.  Am I just missing it?  Is it under the
Add-In tab, and if so, how do you activate an add-in?  I'm not seeing
anything that says wizard, and would appreciate any advice on how to get to
this wizard.  Thanks, Cathy
