[mso] Excel Shared Workbook

Hi All.
I created an Excel workbook on a shared directory.
It works great but I would like a custom tool bar so all users see the
same buttons.
I made the toolbar and saved the shared file but the tool bar didn't
seem to stick.
I'm sure I've missed a step but don't know which. I follwed the
directions in the help file as below but that didn't help.
From Excel Help
1. Make any changes you want to the built-in menu (built-in menu: A
menu included with Microsoft Office; it is not created by the user.)

A bar with buttons and options that you use to carry out commands. To
display a toolbar, click Customize on the Tools menu, and then click the

create any custom toolbars you want to save, and then display the
toolbars the way you want them to appear.

3. On the Tools menu, click Customize.
4. Click the Toolbars tab.
5. Click New.
6. In the Toolbar name box, type the name
you want, and then click OK.
7. Click the Commands tab.
8. Do one of the following:

toolbar <javascript:ToggleDiv('divExpCollAsst_2')>
9. Click a category in the Categories box.
10. Drag the command you
want from the Commands box to the displayed toolbar.

the toolbar <javascript:ToggleDiv('divExpCollAsst_3')>
11. In the Categories box, click Built-in Menus.
12. Drag the menu you want
from the Commands box to the displayed toolbar.
13. When you have added all the buttons and menus you want, click
Close.
14. Quit Excel.
15. Locate the file Excel.xlb.
16. Rename the file, retaining the .xlb extension.
17. To use a saved configuration, click Open on the File menu and
open the renamed file. When you next quit the program, Excel creates a
new Excel.xlb toolbar settings file.
