Are you setting the formatting in the spreadsheet OR the Pivot table? If
doing it in the spreadsheet...try doing it in the Pivot table. Select the
data, right click and click Format Cell. Set it to TIME and then set the
format within that dialog. Then refresh the pivot and see if that holds. 

(Yes, Linda...me and ye ol' pivots are becoming good friends!<g>)
