If you want to copy an entire distribution list, here's Microsoft's
instructions:

However, if you want to just add some members to a distribution list
that are in another distribution list,  go into the second distribution
list...click on the Select members button....then choose the members
from the other list....use your control key so you can choose all of
them at once, and just click on the button that says Member-> to move
them into this one
