  Maybe I am missing something, but I don't find that the suggestion works to 
provide the response that was asked for.  I have Excel 2003.  I placed some 
text in one column and values in the next two columns.  The Scatter graph 
produced data points for 2 series, not 1.  If I hover over any point in the 
first series then what I get is 'Series 1 Point "text" (point #, value)'.  And 
for the second series I get 'Series 2 Point "text" (point #, value)'.
   
  I do not see just 1 series on the Scatter graph such that hovering over a 
data point gives both the "text" identity and both of the data values, rather 
than the point #s.  That is what the question concerned, I think.
   
  But, I would be very interested if there is a way to graph the values (x,y) 
and have the "text" for each point automatically show up when hovering at a 
point.  But that requires somehow associating 3 entries to each data point, not 
2 as in a normal Scatter graph.

I am assuming your data in in three columns next to each other. This
works for Excel 2003.
When you create the graph, select all the data in the three columns
before you click the chart wizard. Then click the chart wizard button
(or however you start the wizard in your version). Select scatter graph
and accept all the defaults for the chart. Don't choose to label the
points. Then when you hover over a point it will list the country as
the point name and the x and y as values for it, like: series 1 point
"Albania" (23, 34).=3D20
