I am not sure about this but you can give it a try.
View menu, toolbar and customize
Go to command tab
And drag your icon onto the toolbar of the new message window and see if =
it stick there. If it does, you are in luck.

I can't really try it cause I am a blind using a screen reader but you =
can give  it a go and let me know if my thoughts work If not, you can
create a macro to accomblish the same thing I think.

Hope someone who is more expert can enlighten in this area.
